Medical Marijuana One of the most controversial issues in the United States is over medical marijuana. Many experiments test the validity of the drug as a medicine, and results of these experiments receive much praise but also some critique. The DEA and the National Organization for the Reform of Marijuana Laws (NORML) are battling over the issue. The underlying matter that cannot be ignored is that marijuana proves to be a useful medication for many patients, especially those with wasting diseases such as AIDS and cancer. In 1996 California passed Proposition 215, which allowed the use of medical marijuana (4444). Since then, six other states have made medical marijuana legal; Alaska, Arizona, Hawaii, Maine, Oregon, and Washington. Santa Cruz in California has gone even further, allowing the medical use of marijuana with a doctors note certifying that the patient has a condition for which marijuana is considered helpful, including AIDS, cancer, multiple sclerosis, glaucoma, anorexia, chronic pain, arthritis, and spastic diseases (22222). Santa Cruz law allows growing marijuana so it may be sold for the cost of production. This way, medical users do not have to resort to buying at street prices. The government made it a requirement that all medical studies on marijuana be paid for by scarce grant money from the National Institute of Health (NIH). In recent years, scientists have tried to persuade the NIH to grant them money for medical studies on marijuana, only to be turned down. Only three studies have been approved by the NIH. On May 22, 1999 the Clinton Administration loosened that restriction, allowing researchers to buy Government-grown marijuana for their research, as long as they can fund themselves. Chuck Blanchard, who is the chief counsel for McCaffrey (director of the Office of National Drug Control Policy) says, Before, the problem was if you wanted marijuana, you had to not only show that it was high-quality research, you had to show that it was more important than other competing applications for NIH funding. Now, as long as you are willing to show that it is high-quality research and also provide your own funding, you can have access to medical marijuana (666 66). The decision of the Clinton Administration came two months after a government-sponsored study concluded that the active ingredients in marijuana, called cannabinoids, appeared useful for treating pain, nausea, and severe weight loss in AIDS patients (666666). No evidence of marijuana being a gateway drug was found. The study also came up with some surprising results. It found that treating glaucoma through marijuana was not as useful as we thought. The drug does reduce eye pressure, but the effects are short-lived. The same study found that marijuana was effective in relieving muscle spasms due to multiple sclerosis (888888). At the 13th International AIDS Conference on July 13, 2000, Dr. Donald Abrams of the University of California released the results of the $1 million study of marijuana on AIDS patients. Abrams concern was to determine whether the chemical components of marijuana in any way interfered with the bodys ability to break down components of protease inhibitors. Protease inhibitors are relatively new antiviral drugs that help HIV patients retain a healthy immune system. Abram found that there was no interference between marijuana and the protease inhibitors in any of the 62 patients. Also, Abrams experiment found that marijuana increased the appetite of the HIV patients. The patients who smoked marijuana (three times a day for 21 days) gained an average of 7.7 pounds, while patients who took Marinol (pill containing active ingredients of marijuana including THC) gained an average of 7 pounds. After the experiment, Dr. Abrams said, Its exciting. Its historic. It confirms that all the states t hat have allowed patients to use medical marijuana have not made a serious mistake. SABIN Other studies have found that marijuana indeed has medicinal value, as well as some risk. The US National Institutes of Health and an affiliate of the National Academy of Sciences have concluded that the active ingredients in marijuana can ease the pain, nausea, and vomiting of cancer and AIDS. Ninguno Usually Used in Singular Form Ninguno (as well as the feminine form, ninguna), usually meaning none or not one, is almost always used in the singular form. But ninguno (or the noun it refers to when ninguno is used as an adjective) can often be translated to English as either singular or plural without a change in meaning. Heresà an example: Ãâ°l tiene lo que ninguna mujer puede resistir. In English, either He has what no woman can resist and He has what no women can resist mean essentially the same thing. But in Spanish, the singular form would almost always be used. Similarly, a sentence such as No he tenido ningà ºn problema could be translated as either I havent had any problem or I havent had any problems, with any difference in meaning being very slight. But ningunos problemas is hardly ever used. Some examples showing how English equivalents can be singular or plural: Ninguna persona debe morir en la crcel. (Nobody should die in jail. I dont see any scissors. No necesito ningunas gafas. I dont need any glasses. No tengo ningunas ganas de estudiar. I dont have any desire to study. By the way, theres a reason many of the sentences about use both no and ninguno: Double negatives are common in Spanish. In fact, theyre required in many cases where theyd be wrong in English.

It is evident that, both Atticus and Aunt Alexandra demonstrate their love for their family in many ways throughout the book. Atticus and Aunt Alexandra show many different parenting methods throughout the novel. Firstly, Atticus treats Jem and Scout as equals. He allows them to make their own decisions. For example, Jem and Scout wanted to hear the verdict on Tom Robinsonââ¬â¢s case: ââ¬Å"Tell you what, you can all come back when youââ¬â¢ve eaten supperâ⬠¦ and if the jury is still out you can wait with usâ⬠¦ Atticus opened his mouth to answer but shut it and left us.â⬠(Lee, 277) As a result Atticus lets Jem and Scout make their own decisions by allowing them to stay later. On the other hand, Aunt Alexandra makes decisions for Jem and Scout; she treats them like children. For example, when Jem asks Atticus if he can go to church with Calpurnia Aunt Alexandra tells him that he cannot. ââ¬Å"Atticus, Iââ¬â¢ll go next Sunday if itââ¬â¢s alright, can i? Cal said sheââ¬â¢d come get me if you were off in the carâ⬠Jem asked. ââ¬Å"You may notâ⬠Aunt Alexandra answered. (Lee, 181) Therefore, Aunt Alexandra makes decisions for Jem. Clearly one can see Atticus and Aunt Alexandraââ¬â¢s parenting methods greatly differ. In addition, Aunt Alexandra and Atticusââ¬â¢ views on society greatly differ. For instance, Aunt Alexandra believes that certain people should be treated differently. For example Aunt Alexandra tells Atticus that she feel that Calpurnia is not doing her job efficiently, and should let her go. ââ¬Å"And donââ¬â¢t try and get around it youââ¬â¢ve got to face it sooner or later and it might as well be tonight. We donââ¬â¢t need her nowâ⬠(Lee, 182) for this reason, Aunt Alexandra demonstrates the she is prejudice and racist, she wants Calpurnia fired only because of the colour of her skin. On the other hand Atticus believes that people should be treated fairly and as equals. For instance, Alexandra complains to Atticus that she feels that Calpurnia being a person of colour should be fired because she is not doing her job correctly. Atticus disagrees and says ââ¬Å"Alexandra, Calpurniaââ¬â¢s not leaving this house until she wants t. you may think otherwise, but I couldnââ¬â¢t have got along without her all these yearsâ⬠(Lee,182) Thus, Atticus expresses that Calpurnia is part of the family, and deserves to be treated fairly. As a result, Alexandra and Atticusââ¬â¢ views on society contrast because of the way they treat people. In the novel, To kill a mockingbird written by Harper Lee, Atticus and Aunt Alexandra show strong love for their family and yet they differ when it comes to their parenting methods and views on society. By talking to them, by setting an example, and unconsciously, parentsââ¬â¢ behaviors and thoughts influence them a lot, they are the best models for children, however, itââ¬â¢s because children in childhood are the most period that can be easily influenced, no matter they show them for purpose or children learn by themselves. Children observe how their parents treat people, how to handle things happened besides them and then learn it gradually. It can simply describe why lots of tragedies or some negative things news always happened from those people who donââ¬â¢t have complete family background or their parents are not good people. Disaster Management of Majuli Essay
INTRODUCTION Majuli is one of the largest river islands in the world (26 45N ââ¬â 27 12N and 93 39 E ââ¬â 94 35 altitude of 60 ââ¬â 95m above msl). The original land mass of Majuli was 1250 Sq. km (1950) which has significantly reduced to 650 Sq. km (2001) due to erosion. The island is bounded by the river Brahmaputra on the South, the river Subansiri on the North-West and Kherkatia Suti in Northeast. Geomorphologically the island is alluvial. Large number of wetlands and rivulets constitute excellent breeding ground for numerous indigenous fishes. Every year whether there in flood in Assam or not, the Majuli Sub- Division is always affected by floods, forcing people to take shelter in roads and higher land. DEMOGRAPHIC AND CLIMATIC CONDITIONS As per the year 2011 Majuli consists of a total of 248 villages with a total population of 153400. Out of this Majuli Developmental Block consists of 91757 persons and Ujani Majuli Development Block consists of 61643 persons. The main occupation and source of livelihood of the people is agriculture and pisiculture. Apart from these tourism, horticulture, sericulture, boat making, cattle raising and dairy farm also constitute a part of their livelihood Majuli being a part of north east India enjoys a sub-tropical climate and the average rainfall is about 215cm. The summer is followed by monsoon and winter during which the area faces a variety of natural hazards. DISASTER RISK ANALYSIS AND MITIGATION OF VARIOUS DISASTERS FLOOD HAZARD ASSESSMENT Majuli being a part of Assam which is surrounded by hilly areas like Arunachal Pradesh, Nagaland, Tibet and Bhutan is more prone to flood than any other disaster. Majuli suffers great loss to life and property as it is hit by flood every year. VULNERABILITY AND CAUSES OF FLOOD IN MAJULI The causes of flood in Majuli are due to excessive rainfall in Assam, Arunachal Pradesh and Nagaland, melting of snow at Tibet etc. During flood the rivers get charged with enormous quantity of silt and in their movement the rivers alter the condition of flow and sometime change the river courses causing untold miseries to the people living in its low line basin, making the area vulnerable to annual flooding. After the great earthquake 1950 the river bed of Brahmaputra is rising continuously due to disposition of sand carried down from the upstream. This has also lead to the formation of saucer shaped low lying zone in the plain of the district. Unscientific human encroachment and settlement in different flood plain areas is a another cause of flooding in Majuli. Destruction of forest cover in upper catchment areas of all rivers mainly in Arunachal Pradesh and Nagaland is also a leading cause of flooding in Majuli. MITIGATION PLAN Pre-disaster planning consists of activities such as disaster mitigation and disaster preparedness. The best example of mitigation is the construction of embankments and construction of proper drainage system in flood prone areas to avoid floods. Flood mitigation refers to the measures aimed at prevention and preparedness. It reduces the actual or probable impact of floods on the people and their environment. The objective of flood mitigation is to control changes in the volume of run-off, peak stage of the flood, time of rise and duration of floodwaters, and location of flooding. Finally it guides reconstruction so as to ensure reduction in vulnerability. The best example of preparedness activities are the development of community awareness and sensitization system through community education and administrative preparedness by way of stockpiling of supplies, developing emergency plans for rescue and relief. EARTHQUAKE HAZARD ASSESSMENT: Majuli falls under earthquake zone-V and very near to the Alpine Himalayan belt. So it falls in an area which is prone to earthquake. The area experiences frequent earthquakes which results in significant loss but less as compared to flood. VULNERABILITY OF EARTHQUAKE IN MAJULI The area is quite vulnerable to earthquake but the vulnerability to the loss and damage of life and property is less as compared to other areas in the same zone. This is because the area does not comprise of very high rise buildings and infrastructure. The ancient monuments and heritage sites possess significant vulnerability as they were constructed many years back. MITIGATION PLAN: Majuli falls under earthquake zone-V so following mitigation measures should be taken to reduce the impact of earthquake: â⬠¢Adoption of building codes for new construction in various areas. â⬠¢Public utility buildings must be located in stable areas or stiff soil. â⬠¢Retrofitting of weak structures. â⬠¢Relocation of people settling in the steep slope areas and near the river bank. The other example includes retrofitting of weak buildings to make them earthquake resistant. CONCLUSION Majuli is prone to a number of hazards besides flood and earthquake like cyclonic storm fire accident etc. and the area being a river island faces a high vulnerability. So appropriate steps should be taken for disaster risk mitigation and save the world heritage site from different hazards it faces. There should be a continuous planning & execution of plans for providing sustainable livelihood for most vulnerable communities. The Cultural and National uniqueness of Majuliââ¬â¢s heritage is presently undergoing scrutiny and consideration for declaring it as World Heritage site as cultural landscape by UNESCO.
